I agree with the first comment. The design works together with the content. I remember being a web designer in Cincinnati. Website designers there make sure that the design made for the site matches the content of the site. For example, who would put jeans in the design if the client is selling just dresses? Or who would put a bear in the design if the client wants you to make a serious website for a bank? Another thing is that the design will not help the page climb up the result page of a search engine. That's why the designer and the client have to keep in touch with each other.
